The Minutes of the Meeting held on 28th September 2004 were confirmed and signed.

Apologies for absence were received from Mr M J D Allan, Mrs P Hibbert, Mr P B Isherwood, Dr P M Marriott, Mr W M Marshall, Mrs P N Mitchell, Mrs C E Savage and Mr A E B Taylor-Smith. Mrs C Cockburn, Mr P Betlem, Mr M W Byham, Mr P Haveron and Mr J E Robini attended as substitutes.

(a)(i)
Outline application for the redevelopment of site to provide 12 dwellings, a workshop and ancillary accommodation following demolition of three existing dwellings at 1 - 5 Beavers Road, Farnham (Item A)

RESOLVED that permission be REFUSED for application WA04/1531 for the following reasons:-
1. In the opinion of the Local Planning Authority, the proposed development represents an overdevelopment of the site by reason of its form and massing, resulting in cramped development out of character with the area. In addition, the amount of hard surfacing relative to open space results in a poor environment detrimental to the enjoyment of the residential amenity of the development. As such, the development is contrary to Policies D1 and D4 of the Waverley Borough Local Plan 2002.
2. In the opinion of the Local Planning Authority the proposed development would set an undesirable precedent for similar development in the area and be harmful to the character of the area. As such the developments would be contrary to Local Plan policies D1 and D4.
